House Democratic Leader Don Scott endorsed Phil Hernandez as he runs for a new open seat in Norfolk. Hernandez is currently running unopposed for the Democratic nomination in HD-94.

“I've known Phil since he first ran in 2019, and I am proud to call him a friend and look forward to serving with him,” said House Democratic Leader Don Scott. “He could have taken an easier path and practiced law anywhere, but he chose to serve his community by helping everyday Virginians achieve economic prosperity. That's why I continue to support him.”

This district leans Democratic and voted for Terry McAuliffe by four points in 2021 according to analysis from VPAP.

Democrats won Kiggans’ district during the midterms. Now they have to do it again to actually win the district.

According to an analysis from VPAP, Democrats won the state Senate district that is now open due to Jen Kiggans’ resignation. Kiggans won the second congressional district race and will be heading to Congress in January. Her seat in the state Senate will be vacant and a special election has been scheduled for Jan. 10, just one day before the next legislative session.

Democrats hold a 21-19 majority in the state Senate including Kiggans’ seat. If Democrats are able to flip this seat in the special election where turnout will likely be much lower than it was in the midterms, they could provide themselves with a buffer vote on abortion against Democratic state Sen. Joe Morrissey who advocates fear would vote with Republicans to restrict abortion access in Virginia.

The interactive map below shows that Democrats carried Kiggans' Senate district in last week's congressional midterms. The district includes a swath of Virginia Beach (VA02) and two precincts in Norfolk (VA03).
